1. The Federal Government of Nigeria (FGN) has received financing from the African Development Bank towards the cost of the Special Agro-Industrial Processing Zones (SAPZ) Program Phase I in partnership with the State Governments and Private Investors in the five (5) participating States of Kaduna, Oyo, Cross River, Imo and Ogun and intends to apply part of the agreed amount for this loan to payments under the contract for Transaction Advisory Services.
2. The phases of implementation and services to be provided are:
Phase 1 (4 months) – Preparation of a State/site-specific business case and attendant documentation for the SAPZ program. The TAF will also provide the necessary technical support to the PIU that specifically requires the procurement of Design Consultants (DCs) and the Engineering, Procurement, and Construction (EPC) Contractor to foster the delivery of the proposed technical and financial solution of the SAPZ project by the Project concessionaire or Operations and Maintenance partner. Any other PIUs that opt for conventional employer- designed facilities may not require the procurement of EPC. The expected deliverables under phase 1 include the: Construction of 8 Agro-Industrial Hubs (AIHs) equipped with both economic and social infrastructure; Construction of 18 Agricultural Transformation Centres (ATCs) equipped with both economic and social infrastructure; Construction of 30 Aggregation Centers (ACs); Construction or rehabilitation of 190 Feeder roads at farm-level; and Development or rehabilitation of 2,300ha of irrigable land among others.
Phase 2 (10 months) – Assist the States in procuring private sector delivery partners for the SAPZ implementation: support for the PPP procurement process (pre-qualification, bid evaluation, contact negotiations and signature); project risk allocation; anddevelopment of a financial flow system and revenue model and implementation framework for the establishment of a Special purpose Vehicle (SPV).
3. The National Coordinating Office (NCO) of the Special Agro-Industrial Processing Zones (SAPZ) Program representing the Participating State Implementation Units (PSIUs) of Kaduna, Oyo, Cross River, Imo and Ogun States now invites eligible consultants to indicate their interest in providing these services in particular State(s). Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar transaction advisory assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint ventures to enhance their chances of qualification.
4. The estimated duration of the assignment is eighteen months (18) months and the estimated starting date is 1 August 2024.
6. Interested consultancy firms may obtain further information at the address below during the office hours of 08:00am and 04:00pm (Local time; Mondays–Fridays).
7. Expression of Interest must be delivered to the address below in person not later than 21 days from the date of first publication at 12:00 noon local time and mention “Transaction Advisory Services for ……… State”. Late submissions will NOT be accepted. The client may shortlist a consultant in not more than two States. Only shortlisted candidate will be contacted.
