Introduction
This Resettlement Action Plan (RAP) including Livelihood Restoration Plan (LRP) has been prepared for the Agricultural Transformation Centre (ATC) at Tudun Saibu–Maigana, Soba LGA, under the Kaduna State Special Agro-Industrial Processing Zone (SAPZ) Program. The project is implemented by the Federal Government of Nigeria, Kaduna State Government, and the African Development Bank (AfDB) to drive agro-industrialization, improve value chains, and enhance rural livelihoods.
The RAP/LRP provides a structured framework to address economic displacement arising from the loss of access to agricultural land cultivated by tenant farmers within the project area, ensuring that all Project Affected Persons (PAPs) receive appropriate compensation, assistance, and livelihood restoration support.
The RAP/LRP is guided by the Constitution of the Federal Republic of Nigeria (1999, as amended), the Land Use Act (1978), the Environmental Impact Assessment (EIA) Act (Cap E12, LFN 2004), and the African Development Bank’s Integrated Safeguards System (ISS, 2023), particularly Operational Safeguard 5 (OS5) on Land Acquisition, Restrictions on Land Use, and Involuntary Resettlement. The Plan seeks to ensure that affected persons are fairly treated, compensated for eligible losses, and supported to restore or improve their livelihoods in accordance with national legislation and international good practice.
ES2. Project Description and Rationale
The ATC will function as a central aggregation, storage, and distribution center, linking smallholder farmers to agro-processing industries and markets. It is expected to:
● Enhance agricultural productivity and value addition
● Reduce post-harvest losses
● Create employment opportunities (especially for youth and women)
● Strengthen rural–urban market linkages
The project aligns with Kaduna State’s agricultural transformation agenda and national economic diversification priorities.
ES3. Objectives and Methodology
The RAP/LRP aims to:
● Identify and enumerate all PAPs and affected assets
● Provide livelihood support to the identified PAPs Restore and improve livelihoods, particularly for vulnerable groups
● Establish effective grievance redress and monitoring systems
● Ensure compliance with AfDB and national safeguard frameworks
