Project Background
The Federal Government of Nigeria (FGN) requested for the support of the African Development Bank, Islamic Development Bank, and International Fund for Agricultural Development to finance the Special Agricultural Processing Zones (SAPZs) in Nigeria. The Special Agro-industrial Processing Zones (SAPZ) is a major investment program of the Federal Government of Nigeria (FGN), driven by the Federal Ministry of Agriculture and Food Security (FMAFS) in collaboration with state governments, Development Partners, relevant Federal Ministries, Departments and Agencies (MDAs) and private investors to develop Agro-processing clusters in areas of high agricultural production across the country.
Key Federal MDAs involved in the implementation and oversight of the SAPZ Programme include, but are not limited to:
- Federal Ministry of Agriculture and Food Security (FMAFS) – Lead coordinating ministry;
- Federal Ministry of Industry, Trade and Investment (FMITI) – Supporting agro-industrial development and investment promotion;
- Federal Ministry of Finance and the Budget Office of the Federation – Financial coordination and budgetary oversight;
- Federal Ministry of Environment – Environmental compliance and safeguards;
- Federal Ministry of Water Resources and Sanitation – Water resource management, particularly for irrigation-related components;
- Nigeria Export Processing Zones Authority (NEPZA) – Facilitation of agro-industrial zones and incentives;
- Standards Organisation of Nigeria (SON) – Quality assurance and standards for agro-products;
- National Agency for Food and Drug Administration and Control (NAFDAC) – Regulation of food safety and agro-processing outputs.
The Ogun State Government has expressed its interest in participating in the African Development Bank, Islamic Development Bank, and International Fund for Agricultural Development – funded Special Agro-industrial Processing Zones (SAPZ) Project, the Agricultural Transformation Center (ATCS) in Sawonjo-Imasayi, Yewa North LGA, Ogun state.
Need for Resettlement Action Plan
Ogun State Government is utilizing a land area of about 20hectares in Imasayi Farm Settlement Community at Yewa North Local Government Area (LGA) for the purpose of the establishment of Agricultural Transformation Centre (ATC) under the SAPZ program.
The proposed project will mainly impact the ‘land users’ within the project areas. This could result in the displacement of families, businesses, or land utilization and loss of access and property. Hence, there is a need to develop a Resettlement Action Plan (RAP). As the main funding agency, the African Development Bank Integrated Safeguard System (AfDB ISS) 2023 and other relevant national and international frameworks such as the World Bank ESS and the 1999 land use act of the federal Republic of Nigeria has been adopted for the RAP preparation.
Objectives of the Resettlement Action Plan
The objective of the RAP is to design methods and schemes to avoid or minimise involuntary resettlement due to the implementation of the project. Where the involuntary resettlement cannot be avoided, necessary mitigation measures will be provided through meaningful consultation with the identified Project Affected Persons (PAPs) by providing them with opportunities to participate in planning and implementing resettlement programs to restore the affected person’s livelihood and standard of living before the project.
ES 2 Project Description
The Agricultural Transformation Center (ATC) Project has been proposed to be sited on a land area of about 20 hectares. Geographical coordinate of latitudes 7.06892 and Longitude 3.06246. The proposed site is in Sawonjo-Imasayi, Yewa North LGA of Ogun State. Landmarks in the area include; River Iju. The Imasayi farm Settlement covers over Two Thousand Hectares (2,000). A land area of twenty (20) hectares will be used for the construction of the ATC. Two connecting asphalt roads (dual lane) linking the ATC to the main Imasayi community will also be constructed. The proposed ATC is intended to promote large scale production and primary processing of Cassava, Rice and Oil palm value chains. These commodities would be transported from the ATC to the Main Agricultural Industrial Hub (AIH) Iperu, Remo North for final processing and value addition.
