- BACKGROUND
The Government of Nigeria, in collaboration with the African Development Bank (AfDB), International Fund for Agricultural Development (IFAD), and the Islamic Development Bank (IsDB), is implementing the Special Agro-Industrial Processing Zones (SAPZ) Program. This ambitious program aims to accelerate agricultural and industrial growth, foster rural development, and enhance food security across seven states: Imo, Kaduna, Kano, Cross River, Kwara, Oyo, and Ogun, as well as the Federal Capital Territory (FCT), in the first phase.
The SAPZ Program, managed by the Federal Ministry of Agriculture and Food Security (FMAFS) through the SAPZ National Coordination Office, seeks to create agro-processing clusters and attract investment through the development of infrastructure and incentives for private sector participation. The agro-industrial hubs are expected to drive value-added processing, create sustainable markets, and generate rural employment. The zones are structured around Agricultural Transformation Centres (ATCs) and Agro-Industrial Hubs (AIHs), linked by infrastructure that enables seamless movement and aggregation of agricultural products.
To support the effective implementation and scaling of SAPZ, the SAPZ National Coordination Office is seeking to engage a PPP Consultant with expertise in Public-Private Partnerships (PPPs), infrastructure development, and financial structuring. The Consultant will work with SAPZ stakeholders, including the National Coordination Office, State Project Implementation Unit, State Governments and private investors, to design and implement sustainable PPP models for the program’s infrastructure needs and operational efficiency. - OBJECTIVE
The primary objective of this consultancy is to provide expert guidance and support to the SAPZ Program phases 1 and 2 in structuring, negotiating, and implementing PPP arrangements. The consultant will ensure that PPP projects align with best practices, are financially viable, and are structured to attract private sector participation for long-term program sustainability. Principally, the consultant will be required to support the NCO in reviewing the reports submitted by the Transaction Advisors engaged across the eight (8) SAPZ Phase 1 States to enhance the quality of document to be transmitted to the bank and also reduce the number of comments and observations that will be raised from the banks side upon submission of the documentations. - SCOPE OF WORK
