This Environmental and Social Impact Assessment (ESIA) has been prepared for the proposed
Agro-Industrial Hub (AIH) under the Kaduna State Special Agro-Industrial Processing Zone
(SAPZ) program. The project is implemented by the Federal Ministry of Agriculture and Food
Security (FMAFS) through the Kaduna State Ministry of Agriculture (KDMA), coordinated by the
National Project Coordination Unit (NPCU), with technical and financial support from the African
Development Bank (AfDB).
The ESIA was undertaken to ensure that the AIH project is planned and executed in an
environmentally sound, socially inclusive, and economically sustainable manner. It identifies,
predicts, and evaluates the potential impacts of the proposed development and provides mitigation,
monitoring, and institutional measures to manage those impacts.
The ESIA process adhered to the following key instruments:
- AfDB Integrated Safeguards System (ISS, 2023)
- FMEnv Environmental Impact Assessment Act (EIA) Cap E12 LFN 2004)
- NESREA Environmental Regulations (2009–2022)
- Kaduna State Environmental Protection Authority (KEPA) Edict (1999)
The study covered all project phases — pre-construction, construction, operation, and
decommissioning — and integrated biophysical, socio-economic, and institutional assessments
through field data collection, laboratory analyses, and stakeholder consultations.
ES2. Project Description and Location
The proposed AIH SAPZ project is designed to catalyze agro-industrial growth by establishing a
multi-commodity processing, storage, and logistics hub at Daki Takwas, Chikun Local
Government Area (LGA), Kaduna State. It seeks to enhance value addition, stimulate agricultural
productivity, create jobs, and improve livelihoods across the region.
