Background of the Project

The Eruwa Agricultural Transformation Centre (ATC) is one of the priority investment locations under the Oyo State Special Agro-Industrial Processing Zone (SAPZ) Programme supported by the African Development Bank (AfDB). The ATC is located in Ibarapa East Local Government Area of Oyo State and covers approximately 3,067 hectares. The site is strategically located along the Abeokuta–Igboora–Iseyin corridor at approximately 7°31′N and 3°22′E and hosts critical water infrastructure, including the Eruwa Dam and associated water treatment facilities that supply potable water to surrounding communities.

The SAPZ intervention is designed to transform agricultural production systems by improving agricultural productivity, aggregation, storage, processing, value addition, and market access. While these investments are expected to generate significant socio-economic benefits, they may also increase pest management challenges and pesticide usage. Without adequate controls, improper pesticide procurement, storage, handling, application, and disposal could result in adverse impacts on human health, biodiversity, soil resources, surface water, groundwater, and community well-being.

To address these risks, a Pest Management Plan (PMP) has been prepared in accordance with the AfDB Integrated Safeguards System (ISS), national environmental regulations, FAO International Code of Conduct on Pesticide Management, WHO Recommended Classification of Pesticides by Hazard, and relevant environmental and agricultural legislation in Nigeria. The PMP provides a comprehensive framework for promoting Integrated Pest Management (IPM), minimizing reliance on chemical pesticides, strengthening institutional capacity, and ensuring environmentally sound pest management practices throughout the project lifecycle.
