- This request for expression of interest follows the General Procurement Notice (GPN) for this project that appeared in UNDB online of 17th April, 2023 and on the African Development Bank Group’s Internet Website
- The Federal Government of Nigeria (FGN) has received financing from the African Development Bank towards the cost of the Special Agro-Industrial Processing Zones (SAPZ) Program Phase I, being implemented in the five (5) participating States of Kaduna, Oyo, Cross River, Imo and Ogun and intends to apply part of the agreed amount of the loan to payments under the contract for the engagement of Technical Assistants to support SAPZ Program at the National Coordination Office.
- The assignments and scope of services include:
A. Technical Assistant to the National Infrastructure Engineer (NIE)
(i) Infrastructure Project Planning and Monitoring
• Assist in developing and updating detailed action plans for infrastructure development activities in collaboration with key stakeholders.
• Support the NIE in tracking project progress against the works schedule and providing feedback for timely adjustments.
(ii) Coordination with Contractors and Consultants
• Aid in the selection process for contractors and consultants as per the Program Implementation Manual (PIM).
• Monitor the performance of contractors and consultants, ensuring compliance with contractual terms and the Bill of Engineering Measurement and Evaluation (BEME) standards.
(iii) Technical Supervision and Compliance
• Assist in supervising the construction and rehabilitation of feeder and access roads, power infrastructure, agro-processing facilities, health and safety infrastructure, water infrastructure, and irrigation schemes.
• Ensure compliance with Health, Safety, and Environment (HSE) standards during all infrastructure activities.
(iv) Stakeholder Engagement and Coordination
• Coordinate with relevant federal ministries and agencies (e.g., Works, Industry, Agriculture, Water Resources, River Basin Development Authorities) to facilitate integrated infrastructure development.
• Support the NIE in liaising with research institutions (e.g., Institute of Agricultural Research, National Centre for Agricultural Mechanization) to promote adoption of proven agro-technologies.
(v) Documentation and Reporting
• Assist in reviewing valuations of work and certificates of payment for authorization, ensuring alignment with FPCU and donor standards.
• Support in preparing necessary documentation to secure “No Objection” from donor partners for contracts and activities.
• Review reports from consultants to ensure quality and compliance with the contract
(vi) Capacity Building and Training Support
• Support in organizing relevant training and certification courses to enhance the technical capacity of infrastructure staff at FPCU and PSIU.
• Contribute to capacity-building initiatives by assisting in the design and delivery of workshops on technical aspects of infrastructure development.
(vii) General Administrative and Technical Support
• Provide technical guidance to participating states regarding infrastructure development functions at Agro-Industrial Hubs (AIH) and Agro-Technical Centers (ATC).
• Support any additional tasks assigned by the NIE or the National Program Coordinator to ensure the effective execution of program infrastructure activities.
B. Technical Assistant to the National Procurement Officer (NPO)
(i) Procurement Planning and Management
• Assist in developing, monitoring, and updating the project’s procurement plan to align with donor guidelines and program timelines.
• Support in managing the procurement processes to ensure they are executed efficiently and in a timely manner.
(ii) Preparation of Procurement Documentation
• Aid in the preparation of procurement documents, including drafting requests for proposals, request for expression of interest, terms of reference, technical specifications, and bid evaluation criteria.
• Ensure the accuracy and completeness of all procurement documentation in line with relevant procurement laws and guidelines.
(iii) Contract Management and Oversight
• Help monitor contract performance, ensuring timely and quality deliveries according to contractual obligations.
• Assist in tracking milestones and enforcing sanctions where applicable for non-compliant contractors.
(iv) Technical Support and Capacity Building
• Provide technical assistance to procurement teams in participating states and the Federal Capital Territory (FCT) as directed by the NPO.
• Contribute to capacity-building initiatives, including training and mentoring on procurement best practices.
(v) Reporting and Data Management
• Aid in preparing quarterly procurement status reports and contributing to financial monitoring reports as needed.
• Assist in maintaining an up-to-date procurement database, tracking contracts, deliveries, and supplier performance.
• Assist in maintaining an up-to-date contract register
(vi) General Administrative Support
• Support the NPO in administrative tasks and any other duties as may be directed by the NPO, ensuring effective communication and coordination across procurement activities.
C. Technical Assistant to the Planning, Monitoring & Evaluation (M&E) Officer
(i) Data Collection, Analysis, and Reporting
• Assist in populating the Program’s M&E framework at baseline, midline, and completion stages, tracking program activities against objectives and targets.
• Develop data collection tools and methods
• Establish data management and Analysis processes
• Support in developing data collection formats to track performance metrics, financial disbursements, and other relevant data.
• Support in preparing periodic reports (quarterly and annual) to communicate insights to stakeholders and guide program adjustments.
• Maintain and M&E data base
(ii) Monitoring and Evaluation (M&E) Activities
• Support in organizing and conducting regular (quarterly) monitoring and evaluation visits to participating states and the Federal Capital Territory (FCT).
• Develop a comprehensive M&E framework and plan
• Aid in coordinating mid-term and end-of-program reviews to assess program performance, impacts, and outcomes for intended beneficiaries.
• Ensure tracking of project progress, assess outcomes and make data driven decisions for project improvement
(iii) Technical Support and Capacity Building
• Provide support in organizing M&E workshops, training, and capacity-building sessions for project officers and relevant staff.
• Train Project Staff on M&E Principles and Practices
• Assist in preparing Terms of Reference (ToRs) for M&E service providers and supervise their performance, ensuring deliverables meet program standards.
• Review M&E and Baseline, midline and end line reports submitted by consultants
(iv) Program Documentation and Database Management
• Maintain an updated, accurate database for M&E data, managing both quantitative and qualitative data in alignment with program requirements.
• Assist in data entry, cleaning, and analysis using databases, spreadsheets, and statistical software.
(v) Support for Special Studies and Third-Party Monitoring
• Help coordinate third-party monitoring activities, ensuring the quality and relevance of data collected by external monitors.
• Provide support for special studies and research initiatives by preparing data, assisting in analysis, and contributing to the formulation of findings and recommendations.
(vi) General Administrative and Strategic Support
• Support the PME Officer in the preparation of work plans, budgets, and program performance indicators.
• Support any additional tasks assigned by the PME Officer or the National Program Coordinator to ensure the effective execution of program M & E activities.
D. Technical Assistant to the Environment & Climate Change Safeguards Officer (ECCO)
The TA will assist the E&CC Officer with the following tasks:
• Standardization/update of parameters for documenting project E&S data/information in a form of template and guide to a unified format to track performance of E&S compliance.
• Conduct technical review of Draft SAPZ E&S safeguards instruments and Action Plans prepared by the participating SAPZ states
• Support in organizing and conducting scheduled E&S compliance monitoring visits to participating states projects.
• Develop a comprehensive E&S management and monitoring framework and plan
• Assist in coordinating mid-term review of the overall E&S performance, impacts, and outcomes for intended beneficiaries.
• Maintain and update E&S project progress tracker.
• Provide Technical support in organizing E&S workshops, training, and capacity-building sessions for project officers and Staff of relevant institutions.
• Train Project Staff on Implementation of E&S Operational Safeguards and compliance with loan covenant
• Assist in review of Terms of Reference (ToRs) for E&S Studies of sub project activities.
• Support in review of E&S monitoring reports to ascertain compliance with the material measures and actions set out in the Environmental and Social Management Plans.
• Support in consolidation of Monthly E&S performance reports to the funders
• Help coordinate third-party E&S monitoring activities, ensuring the quality and relevance of data collected by external Environmental and Social sustainability Consultants.
• Support the E&CC Officer in the preparation of Annual work plans, budgets, and E&S performance indicators.
• Perform any additional tasks assigned by the National Program Coordinator to ensure the effective execution of program E&S Safeguards sustainability.
